How are study grants distributed at TUM?
The distribution of study grants at the Technical University of Munich is regulated in the study grant statute (as pdf.) There, a distinction is made between concepts of the faculty (faculty tasks) and central level (joint tasks). Of approximately 20 million euros annually
- 60% for faculty tasks and
- 40% for joint tasks
are available. The faculty funds are distributed among the faculties according to student numbers.
80% of the tuition fees were distributed directly to the faculties and only 20% of the funds were used for central tasks. This was changed in order to be able to plan more strategically and to use synergies. However, more money from community funds is now to flow into concepts from which several or all faculties will benefit again.
Faculty concepts: If, for example, a Chair would like to offer a new internship and thereby improve the study conditions, then he/she submits a concept (consisting of goals, measures and considerations for quality assurance). This is discussed, prioritized and decided in the so-called Planning Commission.
The Planning Commission consists of:
- one half of the students of the faculty
- the other half:
- the Deans of Studies of the faculty
- and other lecturers or employees
The Dean has the right of veto. The President has the right of veto if concepts contradict the university's political targets. The TUM Board of Management finally approves the concepts.
Community concepts: At central level, the Extended University Management (University Management and Deans - excluding students) develops a five-year plan regarding the use of the 40% of community tasks. This five-year plan is then filled with concepts in the so-called Structural Commission.
As with the faculty funds, the President has the right of veto if concepts contradict the university's political objectives. The concepts are finally approved by the University Executive Committee.
The Structure Committee consists of:
- one half of the students:
- the Student Representatives of the Senate
- the Chairperson of the TUM Student Council
- a Delgate elected by the TUM Student Council
- the other half:
- Senior Executive Vice President (Chair)
- Vice President of Studies and Teaching
- Chair of Study Deans
- Scientific employee
